The Revolutionary Climatological Needlepoint Committee, acting on behalf of the Council of Enlightenment, has long been keeping to the point.

The members know very well indeed when to request assistance.  They also know when any offered assistance is likely to cause more harm than good.

Committee members are individually required to make millions of decisions every day.  They are required to make collective decisions officially only when invited to do so by the Council of Enlightenment.
